In the province of Huaura, in the district of the same name, is the famous balcony from which General Don Jose of San Martin I proclaim initially the independence of Peru, after establishing alli the headquarters of the expeditionary forces.

VILLA DE HUAURA
Important place that comprises of the history and of the Peruvian geography that, in the three stages that has crossed the life of the country has played preponderant role, showing the title of Villa from year 1597, and of District from 1857. By his agricultural wealth, when the groups of judges are organized, it got to be Capital from the Province of Chancay, until the 23 of January de1866, in which the capital was transferred Villa de Huacho. It is possible to add that, it appeared like seat of the Department of the Coast, in the "Provisional Regulation" that right here general Jose of San Martín sent, the 12 of February of 1821, as sketch of the Administrative Constitution of Peru and, like first test of National Government, to give legal form to the military occupation of the part of the country that was under its influence.
VILLA DE CARRION DE VELASCO
Origin. - Its name must to that historical moment at which, when passing by the old town of Indians of Huaura, the 20 of Julio of 1596 the virrey Don Luis de Velasco, was welcomed with alive samples of affection by the Spanish farmers and caciques of the valley, who suplicaron that when taking the reins to him from their government in Lima, use to elevate to the town of Huaura to the category of villa of Spaniards, being already numerous those that in this town and region resided. It is evident that since then he the future solved Marquess of ex--virrey Salt mines and of Mexico, to send provisionally and to designate with his illustrious last name in honor of his house and birthplace, to Huaura like "Villa de Carrión de Velasco".
It was neighboring Don Luis de Zavala who made the request formally and provided the customary information, as they had done others of common benefit for the Spanish farmers of the valley.
Huaura was the second villa of Spaniards, after the villa of Arnedo, today Chancay, founded by the virrey Don Diego Lopez de Zúńiga and Velasco - count of Makes snow-white year 1562; to that he gave that name (Villa de Arnedo) in memory of that of which he was Sir in Spain, and that founded with very judicious intention to transfer to her University N. M. S. M.
HEADQUARTERS
Recognized ample Huaura and its, rich and beautiful valley like strategic place (once the troops of the Liberating Expedition, disembarked in beaches of this zone, between the 10 and the 12 of November of 1820), general San Martín settled down his headquarters here, and from the 18 of the same month his troops they quartered in an ample and beautiful countryside, watered and hoisted well, with abundant food of all sort, pleasant forages, mounts and fruits. This it is the valley of Huaura, that has an extension of 11 kilometers wide and 55 of length. The river that bathes it gives the name him, although it is of little of great volume.
On this line general San Martín did not settle down itself solidly, fortifying itself, with the firm resolution of not avoiding the battle, but looking for it either at the moment. With its reserves in I knew and their outposts on Retes and Chancay, one of their flanks on the sea of Huacho and another one on Sayán (towards the Central Mountain range), promoted the insurrection of the country and maintained in sinking to the virrey and its armies, before pacifically occupying the city of the Kings, Lima, without powder consumption and exposing the life of their soldiers.

The town of Huaura, celebrates every year with extraordinary enthusiasm and solemnity, an anniversary more of the First Shout of Independence sent from the house-balcony, by general Don Jose of San Martín and Matorras the morning of Monday 27 of November of 1820, where the famous bells shouted the Freedom, while the banner two-color pencil, flamed, maintained by the powerful arms of the Protector of Peru.
"Blessed Ground, where the ideals of the freedom are seen skillfully fulfilled by that Pleiad of men who from Mexico to the River of the Silver dedicated their thought, its action and the sacrifice of their lives, so that that ideal became in fact supreme of the towns of this continent, subjects for many years to the foreign domination."
"the freedom that today we enjoyed, is the inheritance that bequeathed the great Captain of the $andes, sacrificing it everything to us to teach the right to us to govern us by we ourself, breaking the old and decayed structures of absolutism, and modeling Republics based on the sovereign will of the towns. Beautiful treasure which we must preserve like angular stone of our institutions, and great contribution that left Peru, Peru to America and America to the entire world."
